jet management console should be accessible without direct root access

At the moment it's only possible to use the central jet management console with root access (PermitRootLogin Yes in sshd config) enabled on the jetbackup agents. This is a potential security risk. It should be possible to add agents without direct root access enabled. For example via a sub user.
